Law360 has named David Chung, co-chair of Crowell & Moring’s Environment and Natural Resources Practice Group, an MVP of the Year in Environmental Law. The award recognizes attorneys who have set themselves apart through significant achievements in high-stakes litigation, complex global matters, and record-breaking deals.
Law360 recognized Chung for his remarkable achievements in appellate litigation, including back-to-back victories in the D.C. Circuit and Ninth Circuit last September, just twelve days apart. In the Ninth Circuit, Chung represented a coalition of agricultural groups in a case concerning environmental organizations’ request for more stringent Clean Water Act regulations for large animal feeding operations. In the D.C. Circuit, he led a successful challenge on behalf of the American Chemistry Council and American Fuel & Petrochemical Manufacturers against an EPA rule governing confidential business information claims under the Toxic Substances Control Act.
Chung’s work encompasses a broad range of environmental matters. Notably, he represented public wastewater and stormwater agencies and municipalities in filing an amicus brief supporting San Francisco in a pivotal Clean Water Act permit dispute, resulting in a favorable ruling that invalidated certain nonquantifiable water quality standards imposed by the EPA. He also represented CropLife America in negotiations that led to an industry-wide settlement with the EPA concerning the Endocrine-Disruptor Screening Program.
In addition to his work in high-profile environmental cases, Chung is dedicated to advancing the next generation of legal professionals at Crowell. Chung co-chaired the firm’s lawyer development committee for several years, and continues to serve on the firm’s talent development committee. He advises junior lawyers to speak up and think critically, especially in challenging environments. In his interview with Law360, Chung said, “The strongest young lawyers are the ones who pressure-test arguments, weigh risks and benefits, and are not afraid to disagree when necessary.”
