CNIPA Issued Guidance on Service Capability Improvement of TISC and Guidance on Service Products and Services of TISC

Recently, the China National Intellectual Property Administration (“CNIPA”) issued the Technology and Innovation Support Center (“TISC”) Guide to Enhancement of Service Capabilities and the TISC Product and Service Guidelines, which aims to improve the capability and quality of TISC services in China, promote the unique and diverse development and support the construction of an "advanced version" of the TISC.
The TISC Guide to Enhancement of Service Capabilities provides recommendations on the management, development, services, and capacity assessment and enhancement of TISC standards. The TISC Product and Service Guidelines provides detailed guidelines on basic services, advanced services and optional value-added services for intellectual property rights.

SPC and CNIPA Issued Notice on the Establishment of an Online Pre-Litigation Dispute Resolution Mechanism for Intellectual Property Disputes

Recently, the Supreme People's Court and the CNIPA issued the Notice on the Establishment of an Online Pre-Litigation Dispute Resolution Mechanism for Intellectual Property Disputes (the “Notice”) in order to establish and improve a diversified resolution mechanism to coordinate IP disputes online.
The Notice states that the Supreme People's Court and the CNIPA will coordinate to promote the construction of the mechanism and facilitate online and offline pre-litigation resolution methods. The CNIPA will instruct IP management departments at all levels to establish coordination mechanisms with the People's Courts, direct national IP dispute resolution organisations and members to settle in the mediation platform of the People's Courts, and launch a comprehensive online system for the mediation process in order to improve the quality and efficiency of IP mediation.

CNIPA Issued 2020 National Intellectual Property Service Industry Statistical Survey Report

Recently, the CNIPA released the 2020 National Intellectual Property Service Industry Statistical Survey Report (the “Report”).
According to the Report, there were approximately 66,000 IP service agencies, including 2,691 patent agencies and 459,100 trade mark agencies, and around 820,000 employees in the IP service industry at the end of 2019. The industry revenue is estimated to be around RMB 210 billion. On the whole, the various forms of services offered by the IP service industry are in a situation where the input-output ratio is equivalent or where output is high, indicating that China's IP services have a good input-to-income conversion rate.
The Report further points out that new technologies such as "Internet Plus", big data and artificial intelligence have given birth to new IP services tools and models, opened up new markets and formed new modes of business. At present, the new IP service industry model mainly shows the following characteristics: (1) the rapid development of "Internet Plus"; (2) the usage of technologies such as big data and artificial intelligence; (3) division of labour is increasingly refined and the supply chain is continuously lengthened; (4) the IP services are deeply integrated with physical industries and financial capital while business models are continuously innovating.
