Growing electricity consumption and share of alternative and renewable energy in the country’s energy balance encourage development of manoeuvrable capacities for ensuring Kazakhstan’s energy security. In this regard, on April 30, 2021, the “Rules for organizing and conducting auctions for the construction of manoeuvrable energy generation facilities” were approved in Kazakhstan. The Rules stipulate incentive measures for investors planning to implement projects on manoeuvrable energy generation, including an individual tariff determined by the auction results for the service of maintaining the availability of electric capacity for a 15-year period.
Based on the abovementioned Rules, as part of the implementation of the mechanism for the construction of manoeuvrable energy generation facilities, on December 27-29, 2021, the first auctions in Kazakhstan took place at the KOREM platform in accordance with the schedule indicated below:1
