In February 2022, JunHe sincerely welcomed new partners Liu Zhengdong and Li Chenghao and new counsels Liu Xin and Wu Ling to its Shanghai office. Mr. Liu Zhengdong primarily advises on the exit of enterprises (including bankruptcy) and real estate affairs. Mr. Li and Ms. Wu advise on the exit of enterprises (including bankruptcy) and Mr. Liu Xin advises on real estate affairs. The formalities for their transfer to JunHe are currently being completed.
Mr. Liu Zhengdong graduated from East China University of Political Science and Law with a Bachelor of Laws and a Master of Laws in International Economic Law. He is currently serving as a member of the Expert Committee on Cases of Supervision over Civil and Administrative Proceedings of the Supreme People’s Procuratorate and is a standing director of the All-China Lawyers Association. He is also the director of the Company Law Committee of the All-China Lawyers Association, a deputy to the Shanghai Municipal People’s Congress and a member of the Supervisory and Judicial Committee of the Shanghai Municipal People’s Congress. Mr. Liu is a legislative expert consultant of the Standing Committee of the Shanghai Municipal People’s Congress, a member of the Legal Expert Bank of the CPC Shanghai Municipal Committee, an external counsel to the Shanghai Municipal People’s Government, the president of the Shanghai Association of Bankruptcy Administrators and the vice president of the Bankruptcy Law Research Institute of the Shanghai Law Society. He has been engaged by the China International Economic and Trade Arbitration Commission, the Shanghai International Economic and Trade Arbitration Commission (Shanghai International Arbitration Center) and the Shanghai Arbitration Commission as an arbitrator or other roles. Mr. Liu is also a member of the International Bankruptcy Law Association.
Mr. Liu has rich experience in advising on the exit of enterprises, real estate affairs, the protection of state-owned assets, government affairs and so on, with a focus on providing clients with advisory and specific legal services to help them prevent legal disputes. He is dedicated to providing clients with high-quality and efficient litigation and non-litigation services by setting up a team composed of professionals. Mr. Liu has represented clients in many litigation and arbitration cases concerning the transfer of land use rights, cooperation in real estate development, construction works, corporate investments and the transfer of state-owned assets and he has taken the lead in handling dozens of cases regarding compulsory liquidation and bankruptcy administrations as well as projects of voluntary liquidation, debt restructuring or prepackaged reorganization.
Mr. Li Chenghao earned a Bachelor of Laws from the Economic Law Department of East China University of Political Science and Law and a Master of Laws from the Law School of Fudan University. He specializes in the field of bankruptcy and began to undertake enterprise bankruptcy cases in 2007 as a member of the administrator team. Since then, he has been studying and undertaking enterprise bankruptcy and compulsory liquidation cases for over ten years and was one of the first bankruptcy lawyers in Shanghai after the Enterprise Bankruptcy Law came into force. Mr. Li has acted as the administrator lead or the liquidation group leader in dozens of bankruptcy/compulsory liquidation cases with an aggregate of nearly 10 billion yuan of assets and liabilities being disposed of and with more than 1,000 creditors being served.
Mr. Li also acts as an expert consultant on civil and administrative cases of the Supreme People’s Procuratorate. He is the director of the Bankruptcy and Liquidation Business Research Committee and the deputy director of the Financial Management and Membership Service Committee of the Shanghai Association of Bankruptcy Administrators, as well as the deputy director of the Bankruptcy and Non-Performing Assets Business Research Committee of the Shanghai Bar Association. Mr. Li is a member of the International Bankruptcy Law Association and a Chinese member of the Bankruptcy Law and Enterprise Restructuring Research Center of China University of Political Science and Law.
Mr. Liu Xin earned a Bachelor of Laws and a Master of Laws from the Renmin University of China. He specializes in the field of real estate and primarily advises large and medium-scaled real estate enterprises on routine legal affairs, real estate development and operation, real estate investments and M&A projects, and the resolution of real estate disputes. Mr. Liu provides services covering the full spectrum of real estate development and operation, including land grants, housing demolition and relocation & expropriation, M&A of real estate projects, real estate financing, construction works, housing sales, commercial leases, property management and dispute resolution.
Mr. Liu is currently a member of the Real Estate Business Research Committee of the Shanghai Bar Association and is an external tutor of Master of Laws students at Tongji University. He has published many books and papers on real estate-related legal issues. The Proposal on Improving the Registration of Transfer of Inherited Real Estate to Effectively Resolve the Issue of “Different Solutions for Similar Cases” put forward by him was recognized in 2019 as the 2019 Excellent People’s Proposal of Shanghai, and the “Proposal on Improving the Preliminary Registration System for Second-hand Housing Transactions” was named as the 2020 Excellent People’s Proposal of Shanghai.
Ms. Wu Ling earned a Bachelor of Laws and a Master of Laws in international law from East China University of Political Science and Law. Prior to working as a full-time lawyer, she acted as a lecturer at East China University of Political Science and Law. In October 2016, Ms. Wu began to study and undertake enterprise bankruptcy and compulsory liquidation cases as a full-time bankruptcy lawyer. She has led or participated in more than 50 bankruptcy/compulsory liquidation cases. Cases in which she participated were awarded the 2020 Typical Case of Bankruptcy Court of Shanghai and the 2021 Excellent Practicing Case of the Bankruptcy Court of Shanghai.
Ms. Wu also serves as a part-time deputy secretary-general of the Shanghai Association of Bankruptcy Administrators and is a member of the Professional Training and Foreign Exchange Committee of the Shanghai Association of Bankruptcy Administrators. She is a member of the Supervision and Rights Protection Committee of the Shanghai Association of Bankruptcy Administrators, a member of the Bankruptcy and Non-Performing Assets Business Research Committee of the Shanghai Bar Association and a member of the International Bankruptcy Law Association.
