Government published its consultation on Legislation to Implement Rail Transformation (the “Consultation”). This follows the Williams Shapps white paper from May 2021 (“Plan for Rail”) and is focused on how the principles set out in the Plan for Rail will be implemented, with a specific focus on those aspects that require new legislation.
The Consultation covers three key areas:
(i) the core functions and duties of Great British Railways;
(ii) the proposed new governance framework; and
(iii) reform of wider industry structures and processes.
The proposals will be of interest to a wide range of rail industry stakeholders. Interested parties have until 11.45pm on 4 August to submit their responses to DfT.
