JunHe significantly enhance capabilities in Government Enforcement and Cross-border Regulatory Compliance
We sincerely welcome new partners Mr. Leon C.G. Liu, Ms. Carol B. Sun and their entire team to our Shanghai office. The addition of Mr. Liu and Ms. Sun will significantly enhance JunHe’s capabilities and exposures in high-end service market, particularly in the fields of Government Enforcement and Cross-border Regulatory Compliance. The formalities for their transfer to JunHe are currently being completed.
Mr. Liu and Ms. Sun will continue their practice in the fields of government enforcement and cross-border investigation, data security and privacy, FCPA and anti-bribery, and white-collar crime. Their addition to JunHe will further improve the firm’s legal service capability in the practice area of compliance, enhance its leading position in the industry and provide trustable cross-border legal services to clients.
As a leading expert in the fields of government enforcement and cross-border regulatory compliance, Mr. Liu has nearly 20 years’ experience in FCPA and anti-bribery, cross-border compliance investigation and white-collar crimes. Before joining JunHe, Mr. Liu was Co-Chair of Global Corporate Compliance group of a leading American law firm, and was China Head of “China Desk” of another notable American law firm in charge of its business in China. As one of the founders of a Chinese law firm, Mr. Liu established a leading White Collar and Regulatory Compliance team in the industry.
Mr. Liu has assisted many Fortune 500 companies to deal with complex regulatory challenges, covering a wide range of industries, including healthcare and life sciences, pharmaceutical and medical devices, energy, environment, automobile, manufacturing, food, beverage and agriculture. Great changes have taken place in the international situation over the past five years, and legal conflicts between China and the West have become unseemly complex. Mr. Liu has helped his Chinese and western multinational company clients to find new compliance models and solutions to deal with cross-border investigation/litigation/business restructuring and other difficult issues under these challenging situations, demonstrating his innovative abilities. Notably, Mr. Liu is one of the very few Chinese lawyers who have been involved in or directly worked on nearly one-third of top 50 high profile FCPA cases, assisting clients in responding to the investigations of U.S. DOJ/SEC and Chinese government agencies.
Because of his outstanding achievements, Mr. Liu is highly respected in his practice fields and has won many accolades over the years, including “leading lawyer in Corporate Investigation/Anti-corruption” (Chambers and Partners), and “leading lawyer in Regulation and Compliance” (The Legal 500). The Chambers Asia-Pacific Guide commented that “Mr. Liu is widely respected for his skillful handling of complex cross-jurisdictional investigations and FCPA cases.” The government enforcement and cross-border compliance team established in 2007 and led by Mr. Liu won the earliest “Compliance of the Year” award in China and has won all major awards in the fields of cross-border compliance and regulatory investigation in the past years.
Ms. Carol Sun specializes in cross-border compliance, privacy and network security, government investigation and white-collar crimes. Before joining JunHe, Ms. Sun was the head of compliance practice in two Chinese law firms, and one of the first leading lawyers in the cross-border compliance and data compliance practice fields.
Ms. Sun assists clients to solve increasingly complex global compliance issues, especially cross-border compliance issues arising from the requirements of different jurisdictions. She has represented clients in handling dozens of government investigation cases related to FCPA, dealt with government investigations involving different jurisdictions such as China, the United States and Europe, and assisted clients in handling regulatory compliance and crisis management projects such as anti-corruption, export control and cross-border data transfer.
Ms. Sun has extensive experience in the field of personal information protection and data security, in particular cross-border data transfer, personal information protection, and emergency response to data breaches. She has advised nearly 100 Chinese and foreign companies in emerging and traditional industries such as smart devices, medical and healthcare, biotechnology, Internet of Things, video surveillance, artificial intelligence, Internet technology, finance and consumer goods on their personal information protection, data and network security projects. Ms. Sun is experienced in coordinating and handling global data protection projects considering different data protection requirements in various jurisdictions, such as General Data Protection Regulation (GDPR) of the EU, state privacy laws of the US, and data protection requirements of various Southeast Asia countries.
The data compliance team led by Ms. Sun has been recognized by Chambers and Partners, The Legal 500, China Business Law Journal for several years. In 2019, she was named as the “Outstanding Women in Global Data Field” and was the only female representative from China. In 2022, she ranks among Chambers Greater China Region’s “Up and Coming” list in the field of “Data and Privacy Protection”. Chambers and Partners commented that “Ms. Sun has extensive experience in handling data protection and regulatory compliance affairs for domestic and foreign clients; she is also good at helping clients deal with corporate investigations and anti-corruption compliance matters.”
