Deacons, Hong Kong’s own world class law firm, has strengthened the firm with three new partner appointments, effective from 1 January, 2019.
All three partners were previously senior associates who have been promoted to the partnership. They include Ian Liu from the Intellectual Property practice, Icarus Yuen from the Corporate Finance practice and Justin Yuen from the Litigation and Dispute Resolution practice.
These appointments bring the total number of partners to 54, cementing Deacons’ position as Hong Kong’s largest law firm.
The promotions reflect Deacons’ continued investment and commitment to providing clients with top quality talent and ensure the firm further strengthens its capabilities in the areas of corporate finance, intellectual property and litigation and dispute resolution. The appointment of Icarus in particular, who specialises in debt capital markets demonstrates Deacons’ continued dedication to bolster its capital markets practice. His appointment follows the hire of partner Peter Cheng, an experienced equity capital markets lawyer in August.

Below are key details of the new partner appointments:
Ian Liu, Partner, Intellectual Property
Ian is admitted as a solicitor in Hong Kong and is a UK Chartered patent attorney and Chinese patent attorney.
With his computer science and electronic engineering background, Ian previously worked in the hi-tech software industry, and was a financial software consultant with Reuters before he started his career in law with Deacons.
Ian’s main practice areas are IP litigation and enforcement and commercial IP focusing on China and technology. Ian’s specialisations include software, media content protection, anti-counterfeiting, Internet-related regulations, technology transfer, IP due diligence on hi-tech M&A, technology licensing negotiation and acquisition, personal data protection and cross-border IP litigation involving China.
Ian is a frequent speaker at industry events and seminars.
Icarus Yuen, Partner, Corporate Finance
Icarus focuses on debt capital markets and has substantial experience in advising issuers and arranger/dealer groups on debt capital markets transactions including standalone bond offerings, private placement of bonds, establishment of, and issuances under, medium term note programmes, liability management exercises and regulatory capital issuances.
He also advises on equity derivatives, retail structured notes, equity linked investments and SEHK listed warrants and structured products.
Justin Yuen, Partner, Litigation, Arbitration and Dispute Resolution
Justin has extensive experience in litigation, arbitration and dispute resolution. Specialising in construction, he advises on a wide variety of private and government construction projects in Hong Kong and Macau. Justin‘s clients include the government, developers and contractors, and he advises on both contentious and non-contentious construction matters. Apart from construction, Justin also has substantial experience in handling cross-border dispute resolution.
Justin is regularly invited to speak at industry conferences and seminars on construction topics.
