On 23 April 2026, the European Union adopted the ‘twentieth’ package of restrictive measures against Russia (the so-called ‘XX Package’).
This sanctions package, on which political agreement among Member States was reached following protracted negotiations, comprises the following:
- Regulation (EU) 2026/509 and Regulation (EU) 2026/511, which amend the provisions contained in Regulation (EU) 269/2014 (“269/2014”);
- Regulation (EU) 2026/506, which amends the provisions contained in Regulation (EU) 833/2014.
Furthermore, as part of the XX Package, amendments have been made to the EU sanctions regime against Belarus (Regulation (EC) No 765/2006), through Implementing Regulation (EU) 2026/505 and Regulation (EU) 2026/513.
