Pursuant to a notification dated July 15, 2015, SEBI has put in place the regulations for the issuance and listing of debt securities by municipalities. These prescribe inter aliathe eligibility criteria for municipalities to make a public offer or issue debt securities on private placement basis and the conditions applicable for listing of such debt securities.
