Shearman & Sterling has elected 16 counsel and associates to the partnership, effective January 1, 2018. The new partners practice across seven of the firm’s practices and are based in eight of the firm’s offices – Abu Dhabi, Frankfurt, London, New York, Singapore, Tokyo, Toronto and Washington D.C.

Anna Chung (Counsel of the Project Finance practice in Singapore) and Toshiro Mochizuki (Counsel of the Capital Markets practice in Tokyo) have been elected to the partnership and effective on January 1, 2018. Anna Chung
Having worked in the London, Shanghai and Singapore offices, Anna has significant experience working on the development and financing aspects of complex power, LNG, oil and gas and petrochemicals projects in the Middle East and Asia. She also specializes in advising Korean financial institutions and corporates on their outbound investments. Anna has been a key contributor to the many successes that the team has had in Asia and the Middle East. Her expertise in project development transactions encompasses both sides of the practice, and she is accomplished and experienced in drafting and negotiating both project and finance documents. This flexibility is the key to our Asian practice, which is evenly split between sponsor and lender counsel roles.
Recent Highlights
- Advised Light Rail Manila Corporation (LRMC) on the development and financing of the Light Rail Transit 1 Cavite Extension project. The LRT-1 public private partnership (PPP) represents the first fully non-recourse project finance for a PPP in the Philippines. The deal received multiple “Deals of the Year” recognitions from FT Innovative Lawyers Asia Awards, Asian Lawyer Emerging Markets Awards, IJ Global Asia Awards, Project Finance International Asia Awards and Asian Mena Counsel.
- Advised a consortium comprising Itochu Corporation, J-Power and Adaro in relation to its bid for the development of the Central Java IPP, a greenfield coal-fired IPP at Pemalang in Central Java with a capacity of up to 2000MW. This represents the first PPP projectthat combines a guarantee of the Indonesia Infrastructure Guarantee Fund with a guarantee from the Ministry of Finance of Indonesia. The deal received multiple “Deals of the Year” recognitions from FT Innovative Lawyers Asia Awards, IFLR Asia Awards, IJ Global Asia Awards, Project Finance International Asia Awards,Asian Legal Business Indonesia Law Awards and Asian Mena Counsel.
- Advised Korea Trade Insurance Corporation (K-Sure), Korea Development Bank and other lenders in connection with the financing (including bankability review for the lenders on the project documentation) of the US$545 million 200 MW Kalsel coal-fired Independent Power Producer project in Indonesia.
- The lenders in connection with the development and financing of the 2,400MW Hassyan coal-fired Independent Power Producer (IPP) in Dubai. The plant, adopting the use of the ultra-supercritical technology, will be the first coal-fired power plant in the GCC region and is fully compliant with set international standards. The project was awarded “Power Deal of the Year 2016” by Project Financial International Awards.
Toshiro Mochizuki
Toshiro Mochizuki’s practice comprises capital markets, as well as general corporate matters, with a particular focus on advising issuers and underwriters on global offerings, SEC registrations and other securities law issues, including those relating to business combinations. He also has experience representing clients on anti-corruption, antitrust, economic sanctions and other compliance matters, including advising on both companies’ compliance programs as well as investigations.
Prior to joining Shearman & Sterling, he was an in-house counsel for six years at a leading U.S. investment bank in Tokyo, where he covered primarily capital markets transactions, cross-border M&A financial advisory engagements and compliance matters.

- Advised Minebea Co., Ltd. involving a registration with the U.S. Securities and Exchange Commission on Form F-4 in connection with its business integration with Mitsumi Electric Co., Ltd.
- Advised Toyota Motor Corporation involving a registration with the U.S. Securities and Exchange Commission on Form F-4 in connection with its share exchange with Daihatsu Motor Co., Ltd. to make Daihatsu a wholly owned subsidiary.
- Advised Mizuho Bankas a selling shareholder in a Rule 144A / Regulation S international offering of common stock of Recruit Holdings Co., Ltd.
- Advised Olympus Corporation on its Rule 144A / Regulation S international offering of common stock.
- Advised NanoCarrier Co., Ltd. on its Rule 144A / Regulation S global offering of common stock.
- Advised Japanese corporations on internal investigations relating to anti-corruption law and in non-public investigations by antitrust authorities.
