Decree No. 166/2016/ND-CPissued by the Governments dated 24 December 2016 on electronic transactions in social insurance, health insurance and unemployment insurance(Effective date: 1/3/2017)
ThisDecree stipulates on electronic transactions in the field of social insurance (SI), health insurance (HI) and unemployment insurance (UI) including:
- Registration of electronic transactions in the field of SI, HI, UI
- Issuance of SI books, HI card; Settlement and payment of SI, HI, U Asessment and payment of medical expenses under HI
- Information exchange relating to the implementation of SI, HI and UI regime.
Requirement of the agencies, organizations, individuals implementing the electronic transactions in this field is:
- Owning a valid digital certificate issued by the service provider of digital signature certificates. If individuals performing electronic transactions in the field of social insurance have not been granted such certificate, he/she might use the authentication code granted by the Vietnam Social Insurance instead;
- Having ability to access and use the Internet and owning an e-mail address registered with Vietnam Social Insurance.
Electronic social insurance documents (i.e. electronic social insurance dossier, accounting document and other documents, notification) will be as legal valid as documents in writing.
Circular 42/2016/TT- BLDTBXH issued by Ministry of Labour, War, Invalids and Social Affairs dated 28 December 2016 stipulating the adjustment rate of salary and monthly income for which social insurance premium have been paid (Effective date: 11/2/2017, Appliedfrom 1/1/2017)
The adjustment rate of salary and monthly income for which social insurance premium have been paid in 2017 is 1,0 (Similar to 2016).
Official Letter No. 3059/BHXH-QLT issued by Social Insurance Authority in Ho Chi Minh dated 20 December 2016 regarding payment of Social Insurance, Health Insurance and Unemployment Insurance from 1/1/2017 (Effective date: 20 December 2016) – According to the Official Letter, the enterprises in Ho Chi Minh will have to complete the payroll sheet (thang, bảng lương) in accordance with the regional minimum wage rates provided under Decree 153/2016/ND-CP dated 14 November, 2016.
