The Ministry of Transport through the Road Transport Department (“JPJ”), announced new guidelines on the use of de-controlled vehicles and pick-up trucks for transporting goods on 16 March 2026. The guidelines came into force on 1 April 2026.
The guidelines clarify that goods vehicles with a gross vehicle weight not exceeding 7,500 kg are categorised as de-controlled. These vehicles, if used to carry own goods for own business purposes, are exempt to obtain an operator’s permit from the Land Public Transport Agency (“APAD”).
However, if the vehicles are used to carry goods belonging to a third party for hire or reward, the operator must obtain a Class A carrier permit from APAD in accordance with the Land Public Transport Act 2010.
