The growth of public-private partnerships (PPP) in Uzbekistan has seen rapid progress in recent years, creating an environment conducive to attracting investments. In December 2018, the Agency for the Development of Public-Private Partnership (PPP Development Department) was established under the Ministry of Economy and Finance. Subsequently, the enactment of the “Law on Public-Private Partnerships” in May 2019 designated the PPP Development Department as the official state entity responsible for advancing PPP initiatives.
As of September 2022, Uzbekistan has witnessed a substantial accumulation of investments in PPP projects, reaching an impressive $12.4 billion. This substantial figure is a result of 423 diverse projects spanning various sectors, including energy, healthcare, water management, ecology, education, culture, and more. Notably, 358 of these projects have already executed PPP agreements, 33 are in the pipeline for prospective PPP agreements, and 32 are currently in the tender stage.
