Minister of Agriculture Regulation No. 24/Permentan/PK.320/4/2015, dated April 29, 2015,
regarding Permission for the Entry of Poultry and/or Poultry Products from Australia to the Territory of the Republic of Indonesia. As the title suggests, this Regulation reopens and permits the import of poultry and/or poultry products from Australia, which was previously restricted pursuant to Minister of Agriculture Regulation No. 72/Permentan/OT.140/12/2012. This Regulation revokes Minister of Agriculture Regulation No. 72/Permentan/OT.140/12/2012 and came into effect on the date of its enactment.
Minister of Agriculture Regulation No. 26/Permentan/HK.140, dated May 5, 2015,
regarding the Requirement, Procedures and Standard Operational Procedures for the Granting of Technical Recommendation for Business Licenses in the Agriculture Sector in the Framework of Investment. This Regulation provides the requirements to obtain business licenses in the field of food plants, horticulture, plantations, farming and livestock medicine for producers. It came into effect on the date of its enactment.
Minister of Agriculture Regulation No. 36/Permentan/SM.200/6/2015, dated June 19, 2015,
regarding Guidelines for the Administration of Agriculture Manpower Competence Certification. The attachment to the Regulation contains guidelines that are used as a benchmark and standard for the certification of manpower in the agriculture sector, so the quality of manpower resources is in accordance with the Indonesian National Work Competence Standard (Standar Kompetensi Kerja Nasional Indonesia or “SKKNI”). Certification is conducted through Competence Tests (Uji Kompetensi). Those eligible to take Competence Tests include Indonesian and foreign workers. This Regulation revokes Minister of Agriculture Regulation No. 45/Permentan/OT.140/2013 and came into effect on the date of its enactment.
Minister of Agriculture Regulation No. 40/Permentan/SR.230/7/2015, dated July 15, 2015,
regarding Agriculture Insurance Facilitation. Agriculture insurance is meant to protect farmers against losses from harvest failure as a result of natural disaster, pests, infectious animal disease, effects of climate change and/or other risks. Agriculture insurance is generally divided into Plantation Insurance and Livestock Insurance. This Regulation sets out the criteria for farmers eligible to receive the insurance, and the details related to the agriculture insurance itself. This Regulation came into effect on the date of its enactment.
Minister of Industry Regulation No. 61/M-IND/PER/8/2015, dated August 10, 2015,
regarding the Amendment of Minister of Industry Regulation No. 34/M-IND/3/2015 regarding the Four-Wheeled or More Motor Vehicle Industry and the Motorcycle Industry. This Regulation amends several provisions of Minister of Industry Regulation No. 34/M-IND/3/2015, which serves as a guideline for business entities in manufacturing motor vehicles and motorcycles. This Regulation amends a provision to require domestically manufactured or imported four-wheeled (or more) vehicles and motorcycles to comply with certain requirements with regard to the Indonesian National Standard regarding Motor Vehicles Identification Number. Other technical requirements and conditions related to the production of four-wheeled or more motor vehicles are also amended under this Regulation. This Regulation came into effect on the date of its enactment.
Minister of Industry Regulation No. 62/M-IND/PER/8/2015, dated August 10, 2015,
regarding the Amendment of Minister of Industry Regulation No. 63/M-IND/PER/7/2014 regarding the Control and Supervision of the Alcoholic Beverage Industry and the Quality of Alcoholic Beverages. The Regulation, among other changes, amends the provision regarding document to be submitted to obtain recommendation for the amendment of Industrial Business License. This Regulation also stipulates that an Industrial Business License and/or its amendment may be revoked if the company holding the license produces alcoholic beverages that exceed the capacity allowed in the license or if the company does not carry out production activities for two consecutive years. This Regulation came into effect on the date of its enactment.
Minister of Transportation Regulation No. 116 of 2015, dated August 6, 2015,
regarding the Additional Costs of Pioneer Flights in the Year 2015 as a Result of the Increase in the US Dollar Exchange Rate. This Regulation was stipulated after the US Dollar exchange rate resulted in a 10% increase in the operational costs of pioneer flights. Pursuant to this Regulation, operators of pioneer flights are allowed to impose a maximum 10% in additional costs outside of the tariffs stipulated in Minister of Transportation Regulation No. 73 of 2015. This Regulation came into force on September 1, 2015.
Minister of Transportation Regulation No. 117 of 2015, dated August 13, 2015,
regarding the Movement of Goods that Exceed the Stockpiling Time Limit (Long Stay) at Tanjung Priok Port. This Regulation repeals Minister of Transportation Decree No. KP 807 of 2014 regarding the same. The stated aim of the Regulation is to improve the flow of goods at Tanjung Priok Port by maintaining a maximum 65% Yard Occupancy Ratio (“YOR”). This Regulation governs, among other things, the maximum three-day limit for goods owners to stockpile their goods in Line 1 of the Stockpile Yard (inside the port). If the time limit is exceeded, the goods owner shall remove the goods to the stockpiling yard outside the port. In the event that the YOR exceeds 65%, the Port Authority of Tanjung Priok may remove goods from the stockpiling yard inside the port to the stockpiling yard outside the port even if the goods have been stockpiled for less than three days. This Regulation came into effect on the date of its enactment.
