A new mandatory health care scheme will be introduced in Cambodia that will require all employers to implement a state-backed health insurance program for their employees, and eventually their spouses and children, as well as National Social Security Fund (NSSF) members who are currently receiving work-related disability allowance.
The program will provide coverage for preventative health care and medical care and a daily allowance for employees who are forced to suspend work for medical treatment, non-work-related accidents, and maternity leave. All medical care must be provided by a hospital or a provider that is authorized by the Ministry of Health and a signatory to the NSSF.
Unlike the existing accident insurance for employment-related injuries, contributions to the new health care scheme will be funded equally by the employer and the employees. However, the method of registration, the contribution rates, and the benefits have not been determined yet by ministerial Prakas or regulations.
Employers do not need to take action now because the NSSF still needs to flesh out the registration system and other particulars. Tilleke & Gibbins will monitor the situation and update you on any developments.
