Following the recent alarming surge of COVID-19 cases in Indonesia, the Indonesian Government took an immediate step in suppressing the numbers and attempting to flatten the curve by imposing an emergency Implementation of Limitations on Community Activities (Pelaksanaan Pembatasan Kegiatan Masyarakat or “PPKM”). As at 4 July 2021, the Government reported 27,233 new cases of COVID-19 within the last 24 hours, with DKI Jakarta as the highest contributor of 10,485 cases.[1] Such increase of COVID-19 cases in Indonesia is also caused by new variants faced by many other countries as well.
Following President Joko Widodo’s official announcement on 1 July 2021, the Instruction of Minister of Home Affairs No. 15 of 2021 on Corona Virus Disease 2019 Emergency Implementation of Limitations on Community Activities in the Java and Bali Areas (“Instruction 15”) was enacted. Instruction 15 is addressed to the respective Government and Regent/Mayor of the DKI Jakarta, Banten, West Java, Central Java, Special Region of Yogyakarta, East Java, and Bali provinces. This means the emergency PPKM is imposed specifically in the Java and Bali region where the confirmed cases increased the most during the last few weeks.
Preceded by micro-based PPKM implemented in all 33 provinces of Indonesia from 22 June – 5 July 2021, the emergency PPKM essentially imposes a more stringent limitation than that of micro-based PPKM with several additional items of limitation. Instruction 15 is effective as of 3 July 2021, and the emergency PPKM is imposed for an 18-day period ending on 20 July 2021.

The government’s effort and aim through the imposition of strict enforcement of Emergency PPKM policy will hopefully suppress the spread of COVID-19 in Java and Bali. It is also hoped that the community will adhere to the new policy as a support of the government’s work and to implement the health protocols in disciplined manner.
