Ms. Jiang Yingning specializes in customs law, with her practice encompassing trade compliance consulting, administrative enforcement and investigations, and criminal defense. She has accumulated significant experience in assisting clients with complex cross-border customs enforcement matters. Prior to joining JunHe, Jiang worked at two Chinese red circle law firms. She has several years of experience working within a customs anti-smuggling department, providing her with a profound understanding of customs enforcement and corporate compliance needs.
Ms. Jiang advises clients across a diverse range of industries, including biomedicine, cross-border e-commerce, cosmetics, energy, food and logistics. She has assisted numerous well-known international and domestic companies in responding to criminal enforcement and investigations concerning suspected smuggling cases, achieving non-prosecution results in several instances. Ms. Jiang focuses on legal services related to complex cross-border customs enforcement and possesses exceptional capability in helping clients respond to customs audits and administrative investigations. She has assisted both domestic and international enterprises in handling joint customs audits across multiple locations and responding to joint enforcement actions by the U.S. CBP and DOJ. She also guides clients through administrative and criminal enforcements related to complex tax matters such as classification, royalty payments, transfer pricing and origin determination. In the area of customs clearance and trade compliance consulting, Ms. Jiang advises on matters including customs clearance, export controls, and inspection and quarantine, helping to identify and mitigate risks in import/export operations, establish customs compliance management systems, and conduct specialized import/export compliance training.
Ms. Hou Ya has over two decades of experience working within the China customs system, having held positions in customs legal departments and at the front-line operational level. She possesses profound expertise in customs legal framework and enforcement practices. Ms. Hou also has extensive experience as a senior executive in consulting firms, where she provided advisory services to leading companies in sectors such as bonded repair, medical devices, biomedicine, and freight logistics regarding industrial chain layout, preferential policy utilization, and import/export compliance.
Ms. Hou has professional knowledge in areas including customs protection of intellectual property rights, classification and valuation, customs clearance, inspection and quarantine, export controls, and audit and verification. She has reviewed and handled more than a thousand administrative penalty, reconsideration, and litigation cases, and excels in complex and difficult cases involving smuggling, tax disputes, and bonded supervision. Two IP cases she led have been included twice in ‘China Customs Top Ten IP Cases’. As a senior customs expert, Ms. Hou has participated in the drafting and revision of important customs laws, regulations, and normative documents. She has led or participated in several major reform projects, including the development of the customs audit and verification center, the supervision of bonded warehouses and bonded factories, and the China-Europe Railway Express. As an invited expert, Ms. Hou has been entrusted by local government departments to lead the drafting of multiple research reports, providing policy analysis and reference for governmental decision-making.
