Minister of Trade Regulation No. 67/M-DAG/PER/8/2015, dated August 31, 2015,
regarding the Amendment of Minister of Trade Regulation No. 04/M-DAG/PER/1/2015 regarding Provisions on the Use of Letter of Credit for the Export of Certain Goods. This Regulation amends the list of goods that must use a Letter of Credit for their export. Such list consists of the following sub-sections: (i) minerals; (ii) coal; and (iii) crude palm oil. This Regulation came into effect on the date of its enactment.
Minister of Trade Regulation No. 85/M-DAG/PER/10/2015, dated October 15, 2015, regarding Import Provisions for Textiles and Textile Products. The stated aim of this Regulation is to simplify the procedures for importing textiles and textile products. This Regulation limits the types of textiles and textile products that can be imported, as listed in the Attachment to this Regulation. It also requires importers to submit written quarterly reports on import realization, with reports to be submitted by the 15th day of the first month of the following quarter via the INATRADE portal. This Regulation revokes Minister of Trade Regulation No. 52/M-DAG/PER/7/2015 and Minister of Trade Regulation No. 23/M-DAG/PER/6/2009 as lastly amended by Minister of Trade Regulation No. 2/M-DAG/PER/1/2010. It came into effect on October 20, 2015.
Minister of Trade Regulation No. 86/M-DAG/PER/10/2015, dated October 15, 2015, regarding Import Provisions for Batik and Batik-Patterned Textiles and Textile Products. This Regulation limits the import of batik and batik-patterned products to companies that have secured a general importer identification number (Angka Pengenal Impor Umum or “API-U”) or a manufacturer API (API Produsen or “API-P”) and import approval issued by the Coordinator in Charge of the Integrated Service Unit for Trading I. This Regulation simplifies importation licensing, as previously a company had to obtain acknowledgment as a registered importer of batik and/or batik-patterned products. This Regulation does not apply to batik and batik-patterned products imported to bonded zones and bonded warehouse, unless under certain conditions, such as when the products are subsequently moved to other areas in the custom areas. This Regulation came into effect on October 20, 2015.
Minister of Trade Regulation No. 87/M-DAG/PER/10/2015, dated October 15, 2015,
regarding Provisions on the Import of Certain Products. The stated aim of this Regulation is to simplify the procedures for the importation of certain products as set out in the Attachment of this Regulation (including certain/specified food products, apparel and electronic products). These certain products can only be imported by companies holding a general importer identification number (Angka Pengenal Impor Umum or “API-U”) and only through designated ports. Importers of the products set out in this Regulation only have to obtain an API-U, without having to obtain acknowledgment as a registered importer of the products as mandated by the previous regulation. This Regulation came into effect on November 1, 2015 and will remain in effect until December 31, 2018.
Minister of Trade Regulation No. 89/M-DAG/PER/10/2015, dated October 19, 2015, regarding Provisions on the Export of Industrial Forest Products. This Regulation limits the export of those industrial forest products listed in its Attachment. Exports of the listed products may only be done by: (i) industrial forest companies that have obtained an Industrial Registration Certificate or Industrial Business License, and a Company Registration Certificate, and (ii) trading companies in the field of industrial forest products that have obtained a Trading Business License and Company Registration Certificate. This Regulation came into effect 30 days after its enactment.
Minister of Trade Regulation No. 97/M-DAG/PER/11/2015, dated November 4, 2015, regarding Provisions on the Import of Forestry Products. Under this Regulation, forestry products can only be imported by companies that have obtained a general importer identification number (Angka Pengenal Impor Umum or “API-U”) or a manufacturer API (API Produsen or “API-P”), and Import Approval from the Minister of Trade. This Regulation prohibits forestry products to be traded and/or transferred overseas before being domestically processed. It also requires importers to submit an electronic report on import realization by the 15th day of each month through the INATRADE portal. This Regulation came into effect on January 1, 2016.
