Recent developments
The Department of Labor and Employment (DOLE) has recently issued Advisory No. 19-08 (Advisory).

What the Advisory says
The Advisory states DOLE's new policy requiring foreign nationals applying for Alien Employment Permits (AEP) to appear personally to file their applications for AEP. They are also required to personally claim their AEP Cards from the DOLE.
It further states that applications filed by agents, consultancy, and law firms (authorized agents) shall no longer be accepted. Applications filed by authorized agents before the effectivity of the Advisory will still be processed. However, the AEP must be claimed personally by the foreign national if the same will be issued after the effectivity of the Advisory.
The Advisory will be effective on 1 October 2019.
DOLE is still discussing the manner of implementation. We will advise you on further details.
Actions to consider / Conclusion
All foreign nationals must now personally file their applications for AEP and personally claim their AEPs, once issued. Our paralegals will accompany the foreign nationals in filing their AEP applications and claiming their AEPs.
