On 22 March 2017, the National Office of Intellectual Property of Vietnam (the NOIP) organized a workshop on "Increasing the Innovation and Creation Capacity in Universities and Research Institutes through a Hub and Spoke structure". The workshop brought many innovation goals in Vietnam's legal and technology communities to light.
Also, on the same day, a signing ceremony for the Memorandum of Understanding (MOU) for the development of the national strategy on intellectual property took place at the office of the Ministry of Science and Technology (MOST).
Deputy Prime Minister Vu Duc Dam had previously instructed the MOST to develop a national strategy on intellectual property for submission to the Prime Minister by issuing Notification No. 321/TB-VPCP on 12 October 2016. MOST then went on to request WIPO for assistance on the task.
Accordingly, Deputy Minister Tran Viet Thanh and WIPO's Director General Grancis Gurry signed the MOU, which establishes the official cooperation in developing the national strategy on intellectual property to address Vietnam's long and short-term needs. The national strategy on intellectual property is also in line with Vietnam's development policies and economic goals.
Deputy Minister Tran Viet Thanh stated that with leading experts' assistance, Vietnamese authorities will be able to better develop the national strategy. Soon, international experts from WIPO will come to Vietnam and assess the current conditions of the protection of intellectual property in Vietnam with local experts. Together they will analyse, discuss, and develop a draft strategy for submission to the Prime Minster in 2017.
One goal from the event that particularly struck the public attention is the idea of connecting major global technology companies with the best of Vietnam's polytechnic universities, research centers, and outstanding technological students with a main focus on R&D and innovation. This has reflected Vietnam's strong commitment in developing the national strategy on intellectual property to boost the local economy and investment climate.
