(May 20, 2022) Indonesia’s Covid-19 Task Force (Satuan Tugas Penanganan Covid-19) has announced new policies for domestic and international travel effective as of May 18, 2022.
The following is a summary of key points. You can find more information on the latest travel policies, including the expanded scope of conditions for granting foreign nationals a Visit Visa Exemption for Tourism and Visit Visa on Arrival for Tourism (VOA), effective as of April 28, 2022, here.
All travelers must comply with the health protocols set forth by the Covid-19 Task Force:
1. Use a three-ply cloth mask or a medical mask that covers the nose, mouth and chin;
2. Change masks regularly every four hours and dispose of old masks in provided places;
3. Wash hands regularly using water and soap or hand sanitizer, especially after touching objects touched by other people;
4. Maintain a minimum distance of 1.5 meters from other people and avoid crowds;
5. Not allowed to speak on the telephone or face to face while on public transportation (land, rail, sea, river, lake, and air); and
6. Not allowed to eat or drink during flights that are less than two hours long, except for individuals who must take medicine for their health and safety.
The following is a summary of the newest travel policies:
International Travel
1. Visit Visa Exemption for Tourism and VOA for Tourism
Visit Visa Exemption for Tourism may be granted to nationals of all Association of Southeast Asian Nations (ASEAN) countries. Pursuant to MOLHR Circular Letter IMI-0584.GR.01.01 of 2022 regarding the Easing of Immigration to Support Sustainable Tourism During the 2019 Corona Virus Disease Pandemic, the number of countries and territories whose citizens are eligible for VOA for tourism was increased from 43 to 60. The countries and territories that were added are:
- Austria
- Bulgaria
- Croatia
- Cyprus
- Czech Republic
- Estonia
- Greece
- Hong Kong SAR
- Ireland
- Latvia
- Lithuania
- Luxembourg
- Malta
- Portugal
- Romania
- Slovakia
- Slovenia
Foreigners must show a passport with at least six months of remaining validity, return ticket or ticket to continue the journey to another country, proof of payment for VOA for tourism (IDR 500,000), and proof of insurance from an Indonesian insurance company covering any health-related expenses, in accordance with the policies of Indonesia’s Covid-19 Task Force.
Visit Visa Exemption for Tourism and VOA for tourism will be granted at immigration checkpoints including airport entry points as listed below (except for Raja Haji Fisabilillah Airport in Riau Islands), border post immigration checkpoints as listed below (in addition to Tunon Taka, North Kalimantan), and the following harbor checkpoints:
- Benoa, Bali;
- Bandar Bentan Telani Lagoi, Riau Islands;
- Bandar Seri Udana Lobam, Riau Islands;
- Batam Centre, Riau Islands;
- Citra Tri Tunas, Riau Islands;
- Marina Teluk Senimba, Riau Islands;
- Nongsa Terminal Bahari, Riau Islands;
- Sekupang, Riau Islands;
- Sri Bintan Pura, Riau Islands;
- Tanjung Balai Karimun, Riau Islands; and
- Dumai, Riau.
2. Entry Points
a. Airports
- Soekarno-Hatta, Jakarta;
- Juanda, East Java;
- Ngurah Rai, Bali;
- Hang Nadim, Riau Islands;
- Raja Haji Fisabilillah, Riau Islands
- Sam Ratulangi, North Sulawesi;
- Zainuddin Abdul Madjid, West Nusa Tenggara;
- Kualanamu, North Sumatra;
- Sultan Hasanuddin, South Sulawesi; and
- Yogyakarta, Special Region of Yogyakarta.
b. Airports opened specifically for international travelers involved in the hajj program from June 4 to August 15, 2022:
- Sultan Iskandar Muda, Aceh;
- Minangkabau, West Sumatra;
- Sultan Mahmud Badaruddin II, South Sumatra;
- Adisumarmo, Central Java;
- Syamsuddin Noor, South Kalimantan; and
- Sultan Aji Muhammad Sulaiman, Sepinggan, East Kalimantan.
c. All international harbors in Indonesia are open as entry points for international travelers with a recommendation from the Directorate General of Sea Transportation at the Ministry of Transportation.
d. Cross-Border Posts:
- Aruk, West Kalimantan;
- Entikong, West Kalimantan;
- Nanga Badau, West Kalimantan;
- Motaain, East Nusa Tenggara;
- Motamasin, East Nusa Tenggara;
- Wini, East Nusa Tenggara;
- Skouw, Papua; and
- Sota, Papua.
3. Proof of Vaccination Requirement
Travelers must provide a card/certificate (physical/digital) evidencing that they have received a second dose of a Covid-19 vaccine at least 14 days prior to their departure. Unvaccinated travelers shall be vaccinated at international travel entry points upon arrival after receiving a negative RT-PCR result or at the place where they are quarantining after a second negative RT-PCR result.
4. Covid-19 Testing Requirement
a. Pre-Departure: Travelers are not required to provide a negative RT-PCR test result taken before departure in their origin country/region.
b. Post-Arrival: Travelers with Covid-19 symptoms or a body temperature above 37.5 degrees Celcius are required to take a RT-PCR test upon arrival. Quarantined travelers (see below for the quarantine requirements) are also required to take a RT-PCR test on the fourth day of quarantine.
5. Quarantine Requirement
Provided that no Covid-19 symptoms are detected upon arrival or a negative RT-PCR test result is obtained, travelers having received a second dose of a Covid-19 vaccine within 14 days prior to their departure are not required to be quarantined. Travelers who have received only the first dose of a Covid-19 vaccine or are unvaccinated must be quarantined for 5x24 hours.
For travelers under the age of 18, the quarantine/supervision requirement will follow the applicable requirement for their parents/caretakers/companions. Unvaccinated travelers with special health conditions or comorbidities may resume travel provided they have a doctor’s letter from a government hospital in their departure country stating that the person has not and/or is not able to be vaccinated.
6. Exemptions
a. Exemption from providing proof of vaccination for:
i. Foreign travelers holding diplomatic/service visa entering Indonesia through a Travel Corridor Arrangement scheme;
ii. Unvaccinated foreign travelers planning to leave Indonesia through domestic transit as long as they do not leave the airport area;
iii. Travelers under the age of 18;
iv. Travelers who have been isolated or treated for Covid-19 and declared inactive in transmitting Covid-19; and
v. Travelers ineligible to receive a Covid-19 vaccine for health reasons.
b. Provided that no Covid-19 symptoms are detected or a negative RT-PCR test result is obtained, unvaccinated Indonesian travelers (have not received a second dose of a Covid-19 vaccine) are eligible to apply for a dispensation from quarantine requirements. Dispensations will be provided selectively, with a limited quota, to applicants that can show they have an urgent condition (i.e., life-threatening health condition or grieving the death of a main family member). Dispensation requests must be submitted at least three days prior to arrival and the dispensation shall apply individually.
Domestic Travel
1. Proof of Vaccination and Covid-19 Testing Requirement
The government has further relaxed the Covid-19 testing requirements for domestic travel. Now, all travelers who have received a second dose of a Covid-19 vaccine are no longer required to provide a negative RT-PCR or rapid antigen test result. Previously, it was only travelers who had received a third (booster) dose of a Covid-19 vaccine who were not required to provide a negative RT-PCR or rapid antigen test result. Travelers who have received only a first dose of a Covid-19 vaccine are required to provide a negative RT-PCR test result taken within 3×24 hours before departure or a rapid antigen test result taken within 1×24 hours before departure.
2. Quarantine Requirement
Domestic travelers are not required to be quarantined.
3. Exemptions
a. Travelers under the age of 6 are exempted from the vaccination and Covid-19 testing requirements, but must be accompanied by another traveler who has fulfilled the vaccination and Covid-19 testing requirements. They must also follow strict health protocols;
b. Travelers using a pioneer mode of transportation (moda transportasi perintis) to, from, and between remote and underdeveloped areas are exempted from all travel requirements; and
c. Travelers using land transportation modes within one urban agglomeration area are exempted from the Covid-19 testing requirement.
